Invalid Login After Migration (Users Missing)

After mixed success with creating a full backup of my Moodle site (and restoring it), I'm now trying a different approach by attempting to migrate my Moodle site with: (1) a fresh install of the Moodle stack; followed by (2) transferring the "moodledata" folder; and (3) restoring a database backup from the original site.

With this latter method, I've been able to access the migrated Moodle site - as customised on the old machine - such that it appears the migration was successful. However, when I try to login with the old users/passwords, it reports an 'Invalid login'.

I've checked the user_mdl.frm file and it seems to contain the usernames from the old site, yet it won't recognise the credentials at login... My current thoughts are that the config.php file may somehow be related.. $CFG->dataroot matches on both sites but I haven't modified config.php at all on the new machine.

Were my 3 steps, as outlined in my first paragraph, sufficient? Or have I missed a step in the migration process?
